A poorly designed cabling system, an overheated server room, or a network with Wi-Fi "dead zones" can lead to the need to redo everything from scratch. And as a rule, this happens at the customer's expense, because the previous contractor has already disappeared by that time or does not consider himself responsible.
Hundreds of companies are engaged in system integration in the Georgian market: from lone installers to large integrators with certified engineers. The difference between them is not in the price lists, but in the approach to design, documentation and accountability for the result.
This checklist will help you filter contractors before signing a contract. Through the eight criteria presented, we will try to convey our experience both in industrial projects and what we gained during independent audits.

Criterion 1. Sector-specific experience and not just "IT experience"

There are fundamental differences in the design of a bank's and a hotel's IT infrastructure. A bank requires shielded cabling systems (FTP/STP), segmented routes, N+1 redundancy for power and cooling, and biometric access control to the server room. For hotels, it would be optimal to combine combined routes for PMS, Wi-Fi and video surveillance systems, a telephone hotel module, and resistance to high-density connections.

The contractor who networked a 30-person office is not necessarily equipped to handle a manufacturing facility that requires protection from dust, vibration, and extended inter-building backbones.

What to ask: Request examples of projects implemented in your industry. Not "we worked with banks," but specifically: what object, what scope, what standards were used.

Criterion 2. Project documentation before the start of work

A professional integrator starts not with installation, but with design. This means that before the first wall plug is hammered in, you get: a cable routing diagram, equipment specifications, load calculations, an access point or server rack layout plan.

If a contractor suggests "let's start and then see," you should really consider their professionalism. Mistakes at the planning stage Structured cabling system and Server room will cause problems that are difficult and expensive to fix. A properly designed SCS, compliant with TIA-568 and ISO/IEC 11801 standards, lasts 15–20 years and allows you to replace active equipment without changing cables.

What to ask: Show us an example of the previous object's design documentation (without client confidential data). Do you have a process for preparing as-built documentation?

Criterion 3. Certification of Engineers

Cisco (CCNA, CCNP), VMware (VCP-DCV), and Microsoft certifications are an important indicator that an engineer has undergone standardized training and passed an exam. In practice, this means that the person knows how to work with the protocol, knows documented best practices, and will not reinvent the "wheel" at your expense.

Particular attention should be paid to partnerships with vendors. Partner status with Cisco, Fortinet, or SentinelOne gives the contractor access to solution testing (PoC), manufacturer's technical support and training, which directly affects the quality of implementation.

What to ask: What certifications do the engineers have? Does the company have partner status with the equipment manufacturers whose equipment is planned to be used?

Criterion 4. Full cycle or just installation

System integration is a consistent process: design → supply → installation → commissioning → documentation → support. If the contractor only closes one link (for example, only laying the cable), then you are responsible for the rest yourself. This means coordination between several contractors, vague responsibility, and no unified SLA.

A company that takes a project from technical specifications to a working system and can service the result აყვანა is responsible for the final result and not for a separate stage.

What to ask: Which stages do you handle yourself, and which ones do you subcontract? Do you have the possibility of IT outsourcing after the project is completed?

Criterion 5. Testing and certification after installation

After the completion of installation works, each line of the structured cabling system must be checked for compliance with standards (Cat5e, Cat6, Cat6A) using professional testers. The Fluke measurement protocol is a global standard, as well as the legal basis for warranty requirements for cable manufacturers.

For fiber optic lines OTDR reflectometry is mandatory across the entire route with a loss protocol. Without this data, you cannot prove that the connection problems are not caused by the quality of the installation, but, for example, by cable damage.

What to ask: Do you perform line certification? With what equipment? Is this included in the price, or is it paid separately? Do I receive measurement protocols?

Criterion 6. Guarantees and SLA terms

A "one-year warranty on work" without specifics is essentially marketing, not an obligation. A professional contractor specifies in the contract: the response time to an incident (from 30 minutes for critical ones), the scope of warranty work, communication channels, and the composition of planned maintenance work.

If the contractor offers you IT outsourcing , pay attention to the existence of an SLA (Service Level Agreement) — a formalized agreement on the service level. Without an SLA, "fast response" and "around-the-clock support" remain just words.

What to ask: Show me the SLA template. What is the response time for a critical incident? What communication channels are available (phone, messenger, ticketing system)? What languages does support operate in?

Criterion 7. Transparency regarding equipment and vendors

The contractor should not impose a specific vendor without explaining the reasons. A professional approach implies the possibility of considering different options in different price categories, explaining the difference: from reliable enterprise solutions (Cisco, HP Aruba) to optimal price-quality systems (MikroTik, Ubiquiti) for small and medium-sized businesses. An experienced contractor understands the difference and where what is better, also where it is not worth overpaying and where it is not worth saving.

A separate nuance for the Georgian market: saving on cable (using copper-clad aluminum CCA instead of pure copper) leads to hidden packet loss and network degradation. Make sure the specification indicates the specific type of cable with justification for the choice.

What to ask: Why do you recommend this particular vendor? What alternatives exist? Are you willing to work with the equipment already purchased by the client?

Criterion 8. Readiness for independent audit

The strongest indicator of a contractor's integrity is their attitude towards external inspection. A company that is confident in the quality of its work is not afraid of independent audits: neither at the design stage nor after the object is commissioned.

This is especially relevant. For cybersecurity With the entry into force of the Law of Georgia on the Protection of Personal Data in 2024, companies are obliged not only to implement technical protection measures, but also to confirm compliance with the requirements. A contractor who implements security solutions must be prepared for their work to be inspected.

What to ask: Are you ready for an independent review of the work results? Will you provide us with a complete set of documentation sufficient for an audit?

How to use this list

It is not necessary to require the contractor to fully comply with all eight criteria. The purpose of the list is to help you structure the conversation and identify risk areas before entering into a contract.

Three criteria that cannot be ignored under any circumstances: project documentation before work begins, testing after installation, and fixed warranty terms. Everything else depends on the scope and budget of the project.

If you are evaluating a contractor for a complex project that involves implementation from cabling systems to cybersecurity, then it makes sense to start with a preliminary consultation. This allows you to understand the company's approach to design before a commercial offer. Innocom conducts such consultations free of charge and is ready to discuss tasks of any scale: from individual directions to a project that includes Full IT infrastructure lifecycle .

Ltd «Inokomi» General Director Moris Melia.

Frequently Asked Questions

When is it necessary to involve an IT contractor during office renovations?

At the architectural planning stage or before rough work begins.
